Russia's energy minister, Nowak, was quoted by the International Telegraph Agency on Thursday as saying that due to the cold conditions in its oil fields, it will be more difficult for Russia to reduce oil production in winter than other oil-producing countries.
Representatives of the Organization of Petroleum Exporting Countries (OPEC) said Thursday that OPEC has planned to reduce production, but in essence depends on the contribution of Russia, a non-OPEC member.
"As we have said before, because of the climate conditions in our country, it is much more difficult for us to reduce production than for other countries. This is a specific feature of China's oil production, "the International Telegraph Agency quoted Nowak as saying.
